Qatar Foundation for Education, Science and Community Development has announced the appointment of Engineer Jassim Telefat as Group Executive Director of Qatar Foundation Capital Projects and Facilities Management, and the appointment of Fahad Saad Al Qahtani as Group Executive Director of Qatar Foundation Administration.
As head of a key division of Qatar Foundation, Mr Al Qahtani will be responsible for the strategic direction and development of Qatar Foundation’s administrative functions and administration management, including Human Resources, Finance, Procurement, Information Technology and Support Services.
Meanwhile, Engineer Telefat will be taking on responsibility for the strategic direction and implementation of all Qatar Foundation’s Capital Projects, Facilities Management and Health, Safety and Environment (HSE), including the continued development of the Foundation’s infrastructure.
President Al Muhannadi congratulated both Mr Al Qahtani and Engineer Telefat on their new roles and said, “Qatar Foundation is keen to achieve optimal results from its talented Qatari personnel. We are committed to building strong foundations for a knowledge economy, which is directly in keeping with the goals of Qatar National Vision 2030.”

In his previous role as Director of Al Shaqab, Mr Al Qahtani played an instrumental role in leading the equestrian centre towards becoming a world-class equine facility. Under his guidance, Al Shaqab has registered remarkable achievements that have resulted in it gaining recognition across the regional and international equestrian world as a centre of excellence.
Mr Al Qahtani has also held the position of Strategic Sourcing Manager in Qatar Foundation’s Procurement Directorate, as well as roles in the Oil and Gas industry and Public Sector organisations. He holds a degree in Engineering Management from the University of Hertfordshire UK.
He said, “I consider my new role as Group Executive Director of Qatar Foundation Administration as a fantastic culmination to my career. Al Shaqab achieved great success, thanks to the efforts of staff members who helped transform it into an internationally recognized equestrian center. I am now looking forward to starting a new phase with Qatar Foundation. By establishing clear strategic objectives, I hope to contribute to the organization’s broader goals and continued growth.”
Engineer Telefat said he was honored by the confidence that Her Highness Sheikha Moza and President Al Muhannadi have placed in him.
He said, “I consider my new post to be a great responsibility and I am looking forward to the challenges that lie ahead and to a new chapter full of achievements. In my previous role as Technical Director of Qatar Foundation Capital Projects, I was involved in a broad range of projects across Qatar Foundation, including the design and construction of Qatar Foundation’s new sustainable student housing complex. It is the only platinum LEED (Leadership in Energy & Environmental Design) certified student housing in the world and consists of the highest concentration of independently registered platinum LEED buildings by the US Green Building Council.”
In his previous role as Technical Director of QF Capital Projects, Engineer Telefat has been involved in a range of projects to create state-of-the-art facilities across the Foundation. His achievements include the design and construction of Qatar Foundation’s prestigious new Cityscape Award-winning sustainable student housing. He holds a Bachelor’s Degree in Architectural Engineering from Kansas State University.
